Meet Brian MacGavin
Emergency Planning Consultant & Founder
Brian is a seasoned leader in emergency management, dedicated to enhancing preparedness and response strategies throughout his distinguished career. He retired as Program Director and Emergency Management Accreditation (EMAP) Manager for the County of Riverside Emergency Management Department (EMD), where his expertise shaped comprehensive emergency planning initiatives.
His career includes extensive experience in emergency medical services, having served as a field paramedic, EMS Specialist, and Assistant Director for the County of Riverside Emergency Medical Services Agency. Holding a master’s degree in health services emergency and disaster management and a Bachelor of Science in business and management, Brian has developed a strong foundation in strategic policy development and crisis response.
Throughout his tenure, he played a pivotal role in crafting and maintaining EMD’s critical emergency management frameworks, including EMAP accreditation, Strategic Planning, Multi-Jurisdictional Hazard Mitigation, Emergency Operations, Continuity of Operations, and Disaster Recovery plans. His leadership also helped shape EMD’s policies and internal guidelines, ensuring a streamlined and effective emergency management program for the County of Riverside.
A dedicated advocate for innovation and collaboration, Brian remains committed to fostering resilience in emergency planning, equipping organizations and communities with proactive strategies and best practices for preparedness, response, mitigation, and recovery.
